​​​Dangerous Weather (7/21/06)

In cases of dangerous weather, lighting, flooding, etc., during tournament play, members will continue to play until instructed to stop playing by the management of the golf course.  In the absence of golf course management, the board present at the tournament will take a majority vote on the decision to stop play.  Once play is stopped, members will mark their ball and return to the clubhouse for announcements.  Members will return to their marked spot when play resumes and continue play until the round is completed.  The date and time play resumes will be determined by the board.  Any member that decides not to continue when play resumes or that can not make the rescheduled date and time when play resumes will be disqualified from the tournament but still qualifies for skins.


Scrambles (2/6/07)

If less than 4 members show up to participate in a scramble tournament that requires 4 members on a team, the team may pay for the number of members present, participate with the number of members present, and may not have an extra shot, rotate shots, etc.  If 3 members on a team play in a 4 member team scramble tournament, the team is entitled to 3 shots or 1 shot per member.  The exception to this rule is an ABCD Scramble.


ABCD Scrambles (3/13/07)

When there are less than four members on an ABCD scramble team, the team will rotate shots for the missing team member(s) through each hole.  For example, if there are three players on a team, player 1 would play two shots from each position the team plays from on the first hole until the ball is holed.  Player 2 would play two shots from each position the team plays from on the second hole, etc.


No Skins Out (3/13/11)

When there are no skins (either gross, net or both) during a tournament, all money will be paid out in scrip.


Team Tournaments (1/10/16)


Any Members who register to play in a tournament with a team format (not including ABCD Scrambles) such as 2-Man or 4-Man Best Balls, Scrambles, etc. need to register with the correct (2 or 4) number of team members.  In instances when there are not enough players, teams may play in the tournament but will play with less than a complete team and will not be given any extra swings, putts, strokes and will not be blind drawn a member playing on another team.  The Tournament Committee will attempt to make all teams complete prior to the start of the tournament.


Gross and Net Winner (7/2/16)


If a situation arises when a Member is the low gross and low net winner of a tournament, the Member will be placed in the gross side of the tournament.


Local Rule at Yucaipa Valley Golf Club (11/11/17)


The concrete drainage ditch that runs along holes 13 and 14 at Yucaipa Valley Golf Club will be played as out of bounds.  If a ball comes to rest within the chain link fence of the concrete drainage ditch, please proceed under USGA Rule 18-2 or USGA Local Rule E-5.

Local Rule at Morongo Golf Club at Tukwet Canyon (12/23/17)


All unmaintained/natural brush areas at Morongo Golf Club at Tukwet Canyon that are not marked with red stakes, red lines, out of bounds stakes, fences, walls, etc. will be played as Penalty Areas under USGA Committee Procedures 2C.  If a ball comes to rest in one of the afore mentioned areas, it may be played as it lies.  Or if the ball is not found but it is virtually certain that it entered one of the afore mentioned areas, please proceed under USGA Rule 17.1.  ​


Maximum Score (1/13/19)


The maximum gross score taken on any hole will be four over par in accordance with USGA Rule 21.27 on a par 3, 8 on a par 4, and 9 on a par 5.


Alternative to Stroke-and-Distance (1/13/19)

Handicap Index Cutoff Day (1/4/20)


Handicap Indexes calculated the day prior to the first day of a tournament will be the Handicap Indexes used throughout the tournament.


Temporary Water at Hemet Golf Club (7/20/21)


If there's red or yellow stakes and a ball comes to rest within the stakes, the ball is in the penalty area and a player must proceed under USGA Rule 17.1.  If a ball comes to rest in water that is not defined by red or yellow stakes, a player may take relief under USGA Rule 16.1.  Sometimes water from the penalty area may spill out of the penalty area and/or connect with temporary water from rain.  In these instances, the player and group he's playing with must use their best judgement when determining whether the ball has come to rest in water that is temporary or part of the penalty area defined by red or yellows stakes.


Abnormal Course Conditions at Hemet Golf Club (1/5/23)


When the Tournament Committee deems Abnormal Course Conditions at Hemet Golf Club as defined by USGA Rule 16.1, the relief will apply to the General Area (defined below) and will not be limited to the fairways and fringe.

The ​​General Area is the area of the course that covers all of the course except for the other four defined areas:

  1. the teeing area the player must play from in starting the hole they are playing,
  2. all penalty areas,
  3. all bunkers, and
  4. the putting green of the hole the player is playing.


Bunkers (12/6/23)


Abnormal Course Conditions, as defined by the USGA, exist in bunkers when there is temporary water, defined ground under repair, animal holes, and immovable obstructions (such as sprinkler heads).  When Abnormal Course Conditions exist, proceed under USGA Rule 16.1(c).  Effective January 1, 2024, the Tournament Committee has adopted a rule expanding the Abnormal Course Conditions to include bunkers not raked, footprints, ruts created by water runoff or similar conditions.  A ball that comes to rest against a lip, is plugged or buried is not an Abnormal Course Condition.  In these situations, confirmation must be obtained from all Members in the group that one of these expanded Abnormal Course Conditions exist.  Once the Abnormal Course Condition is confirmed, the Member can pick up their ball, rake the bunker, and place the ball in the same spot it came to rest.

Local Rule at Hemet Golf Club (10/10/24)


There are areas at Hemet Golf Club that have historically been marked as penalty areas.  Some of these areas are no longer marked with red stakes or red lines.  As a result, these areas would be part of the general area and must be played accordingly.  An example would be the groups of toolies along the left side of hole # 1.  If red stakes or red lines are present around the toolies, then play as a penalty area.  If there are no red stakes or red lines around the toolies even though there used to be, play the ball as it lies.  If a ball goes into a group of toolies that are not marked with red stakes or red lines and can not be found and/or identified, the ball is lost.  Proceed under USGA Rule 18.2 or USGA Model Local Rule E-5.
